Town of Carrot River Seeking an Administrator - Temporary Position
The Town of Carrot River is currently seeking a temporary Administrator. This position will be a 12-month term (plus transition period) to cover a maternity leave. The position offers flexibility with remote work options and limited in-office presence. The Administrator reports directly to Council and oversees the following employees: three Public Works and Utilities staff, two Facilities staff, one Community Development Manager, and one Receptionist/AR Clerk.
The official start date will be negotiated with the successful applicant. Depending on the applicant’s certification level and experience, training may begin in December 2024 or January 2025.
The Town Office is located in Carrot River Saskatchewan and is open Monday – Friday 9:00 a.m. to 4:30 p.m.
Expectations:
- Municipal Administration: Oversee day-to-day administration of the town’s operations, including the management of staff, budgets, and resources.
- Governance Support: Provide support to the Mayor and Council by preparing reports, recommendations, and ensuring the timely execution of Council decisions.
- Bylaws and Policies: Administer and enforce municipal bylaws, policies, and regulations in accordance with provincial legislation.
- Financial Management: Manage the municipal budget, prepare financial reports, and ensure sound financial practices, including oversight of tax collection and grant applications.
- Council Meetings: Prepare agendas, attend Council meetings and accurately record and distribute minutes.
- Human Resources: Oversee town staff, including performance management, and staff development in compliance with labour regulations.
- Community Engagement: Serve as a point of contact for the community, responding to inquiries, concerns, and fostering positive relations with residents, businesses, and stakeholders as needed.
- Strategic Planning: Assist Council and staff in implementing long-term plans and goals for the community.
- Compliance and Reporting: Ensure the town complies with all applicable municipal and provincial regulations, including submission of required reports to government agencies.
Qualifications:
- A Certificate in Local Government Authority
- Minimum of a valid Standard Certificate of Qualification
- A minimum of 3-5 years experience in Municipal Administration
- Experience using, and thorough understanding of, Munisoft computer software
- Comprehension of accounting, administrative, and clerical duties
