Group Benefits Program

SUMA's Group Benefits program offers a full line of benefits for full-time, part-time, and seasonal employees along with elected officials of SUMA member municipalities and organizations affiliated with member municipalities. Benefit options include healthcare, dental care, wellness programs, disability programs, health care spending accounts, life insurance, and accidental death and dismemberment benefits. 

Members also have access to the Employee and Family Assistance Program, which provides counseling, along with a wide range of work life and wellness services. All services provided through the EFAP program are held in the strictest of confidence.

Benefit administrators can request direct access to the Group Benefits Manual or forms. This ensures you have the most recent versions available at all times. Please be sure to include your full name and the name of your municipality in your request.

Volunteer Firefighters and First Responders Insurance

All volunteer first responders in good standing of the municipality or District Health Board named on the application form are covered for this insurance.

All municipal firefighters in good standing of a fire brigade operated by the municipality or organization named on the application form are covered. Any person who volunteers their services at the scene of a fire will also be covered, provided that the offer of services is approved by the Fire Chief or someone acting on their behalf.

Firefighters are covered for injury wherever they are on duty - both in their own municipality and in any other municipality. This includes travel to and returning directly from the fire (whether on a fire truck or otherwise), at fire drills, parades, and tests or demonstrations of any firefighting apparatus.

Those under the age of 18 who provide these municipal services are also eligible for the Accidental Death and Dismemberment Benefit, Accident Medical Expenses Reimbursement Benefit, and Rehabilitation Benefit, but are not eligible for the Weekly Indemnity Benefit. SUMA requires a letter stating the name and birth date of all firefighters, volunteer first responders, and volunteer ambulance crew members under the age of 18.

HR OnCall – People First HR Services

The People First HR OnCall program provides unlimited on-demand professional HR advice to members of the SUMA Group Benefits Program by telephone and email to support people management, document review and decision-making. While most calls are conducted within regular business hours, we also provide a 24/7 emergency call service. Our Consultants have extensive experience in supporting both CAO’s and Council with a range of employment-related issues.

We will partner with you by investing our time to get to know you. As a result, when you call in with a question or concern, we can seamlessly develop and implement the best response with utmost efficiency. This is made possible as the HR OnCall model is based on having Consultants with a great depth of HR experience that will work regularly with members of the SUMA Group Benefits Program.

We recognize that your needs are different than those of corporate organizations and therefore we do not provide one generic package as a solution for our clients’ diverse needs. Once you tell us about your situation, we create a strategic solution that not only meets best practice but also suits your municipality. Our team approach allows your dedicated Consultants to leverage the expertise of other HR professionals to ensure that you get the best value from our service.

The SUMAssure Insurance Reciprocal (SUMAssure) is your trusted insurance and risk solutions partner, providing exceptional municipal expertise, service, and support to members in the areas of property and liability insurance. SUMAssure is owned by participating member communities, administrated in partnership with Aon, and governed by a Management Board comprised of elected officials and municipal administration. 

The 241 members of SUMAssure are made up exclusively of Saskatchewan cities, towns, villages, resort villages, northern communities, and municipal related entities.
