RM of Fish Creek No. 402 Seeking a Chief Administrative Officer

The Rural Municipality of Fish Creek No. 402 is seeking an experienced and motivated Chief Administrative Officer (CAO) to provide professional leadership and support to Council, staff, and residents.

The RM of Fish Creek is a strong agricultural municipality located in central Saskatchewan, with the municipal office based in the Town of Wakaw. This position offers an excellent opportunity for an individual who is passionate about rural municipal governance and committed to ensuring effective and efficient administration.

Position Summary
Reporting directly to Council, the CAO is responsible for the overall administration and management of the municipality. The successful candidate will ensure that operations are conducted in accordance with The Municipalities Act, other provincial legislation, and RM bylaws and policies.

Key Responsibilities

  • Human Resources: Provide leadership to staff, manage staffing levels, and maintain strong communication with staff, Council, and the public.
  • Administration: Organize and facilitate Council meetings, ensure compliance with policies and legislation, and oversee municipal correspondence.
  • Financial Management: Maintain complete and accurate financial records, prepare annual budgets, manage taxation and assessment processes, and oversee municipal financial activities.
  • Strategic Planning: Support Council in long-term planning, provide informed recommendations, and respond to changes in economic, social, and regulatory environments.
  • Policy Development: Oversee the development, implementation, and administration of bylaws, policies, and procedures.
  • Intergovernmental Relations: Foster relationships with other municipalities, agencies, and levels of government.

Qualifications

  • Certificate in Local Government Authority, or an equivalent combination of training and relevant experience.
  • Proficiency with MuniSoft software (general ledger, tax roll, utilities, accounts payable/receivable, payroll).
  • Strong oral and written communication skills with excellent interpersonal abilities.
  • Knowledge and experience in human resources and municipal operations.
  • Strong organizational and time-management skills with the ability to manage multiple priorities.
  • Working knowledge of Microsoft Word and Excel.

Compensation

  • Salary will be paid in accordance with the RMAA (Rural Municipal Administrators’ Association) salary schedule.
  • A comprehensive benefits package is provided through SARM, including health and dental benefits.
