Much like personal vehicle maintenance, asset management is best done proactively. Proper and timely evaluations uncover areas where scheduled and special maintenance are required; providing some protection against major issues, and in turn saving money and extending the life of the vehicle. Furthermore, being proactive helps maintain and even extend the value of the vehicle and its service, while providing better returns on investment.

For local governments, asset management helps understand and evaluate the community’s assets and provides direction as to the best way to manage them over the long-term. Comprehensive asset management goes beyond assessment to understand the real value of municipal assets today, as well as helping municipal leaders plot future benefits to align the asset with the local government’s overall strategy.

About the Presenters

Joanne Loy

Joanne Loy brings 25 years of municipal experience to the RM of Manitou Lake No 442 where she has served as the Chief Administrative Officer since 2003. Joanne has a Business Administration Diploma from the North Alberta Institute of Technology, the Local Government Administration Certificate from the University of Regina, and the National Advanced Certificate for Local Authority of Administration from the University of Alberta. Joanne began her training in asset management through NAMS in 2012. She has also successfully completed the IPWEA Professional Certificate in Asset Management Planning, PEMAC Certified Asset Management Program, and the IPWEA Professional Certificate in Infrastructure Financial Management. Joanne is a founding Director with Asset Management Saskatchewan. She is also a MAMP TWG member since 2019.

 

Surya Pulickal

Surya has managed large-scale asset portfolios around the world for more than 18 years, involving all aspects of portfolio planning, investment strategy, asset management, design, procurement analysis and construction contract administration. He also has significant experience conducting market analysis and feasibility studies, and has advised organizations in the private, public and not-for-profit sectors on how to make key investment decisions involving the revitalization and repositioning of their assets. Surya holds a Master of Science in Real Estate Development and a Bachelor of Architecture, and is a Leadership in Energy and Environmental Design (LEED) Accredited Professional.

 

Mitchel Kolbeck

Mitchel has more than a decade of project management experience, including specialized expertise in public sector facilities management, engineering and operations. Formerly a project engineer with the City of Regina, he conducted engineering analyses, asset management reporting and contract administration for facility construction and improvement projects, including using asset management data to forecast capital budget requests. With Colliers Project Leaders, he has supported the development or renewal of schools, libraries, recreational facilities, arenas, long-term care centres and other assets across Saskatchewan. Mitchel is a Professional Engineer (P. Eng) and certified Project Management Professional (PMP), and holds a Bachelor of Applied Science in Industrial Systems Engineering.

 

Moderator:

Stefan Laplante

Stefan brings 12 years of leadership and management experience to Colliers Project Leaders, including a proven understanding of project needs at both the governance and execution levels. Stefan’s long service with the Canadian Armed Forces provides him with extensive leadership skills, which he applies as a coach and mentor. His areas of expertise include procurement of municipal engineering services, grant applications, water and wastewater infrastructure, and telecommunications, where he methodically applies project management practices to ensure clients meet their stated and implied goals to achieve project success. Currently, Stefan is a Principal supporting Colliers Project Leaders’ Saskatchewan team, and a provincial representative on the company’s national Infrastructure Services team.
