Surcharging Properties Held for Non-development or Speculation

Be it resolved that SUMA request that the Province: 1) pass legislation allowing municipalities to place a significant surcharge on non-developed properties so that total payments would approximate the tax that would be paid if the property were developed; or 2) develop alternative solutions to prevent long-term ownership of non-developed properties.
