Joint Emergency Preparedness Program

Resolution
Whereas the Joint Emergency Preparedness Program (JEPP) cost-shared emergency preparedness equipment between the federal, provincial, and municipal governments for over 30 years before its cancellation in 2012; and
Whereas since 2012, municipalities have struggled to keep up with the ever-increasing costs of equipment, resulting in a reduction in overall emergency preparedness at the community level; and
Whereas emergency preparedness reduces the effects of major emergencies, including direct harm to residents and the economy, improves inter-agency coordination, and saves money in recovery; and
Whereas the cost sharing approach of JEPP ensured that all levels of government were invested in emergency preparedness, and aware of available response capacity across the country;
Therefore be it resolved that the SUMA advocate the federal and provincial governments to reinstate JEPP in 2019-2020.
