Join Canada's Most Notorious...City of Moose Jaw as a City Clerk
The City Clerk is a senior statutory officer of the City of Moose Jaw responsible for ensuring the integrity, transparency, and effectiveness of municipal governance. The position provides impartial advice and professional support to City Council, Administration, and the public, while offering advisory leadership on governance procedures, legislative requirements, and best practices. The City Clerk ensures the City's compliance with provincial legislation, supports open and accountable decision?making, and upholds public trust in municipal processes.
Key Responsibilities
Council, Committee and Governance Support: Oversee the preparation and coordination of Council agendas, minutes and bylaws. Provide advice on parliamentary procedures and municipal policies during meetings.
Legislative Compliance: Ensure all statutory responsibilities are met under The Cities Act and other provincial statues. Oversee the drafting and maintenance of municipal bylaws and resolutions.
Privacy & Information (LA FOIP): Act as the City’s Head/delegate for The Local Authority Freedom of Information and Protection of Privacy Act. Lead privacy impact assessments and manage information requests.
Records Management: Act as the corporate custodian for City records, leading modernization initiatives for digital records governance and archival processes.
Elections: Serve as (or support) the Returning Officer for municipal elections and by-elections ensuring compliance with The Local Government Election Act, 2015.
Leadership: Manage the Office of the City Clerk, including staff performance, budgeting and strategic service delivery.
Qualifications
- Degree/Diploma in Public or Business Administration, Law or a related discipline.
- Professional certification or designation with National Advanced Certificate in Local Authority Administration (NACLAA), Local Government Administration Certificate (LGA), Information Access & Protection of Privacy Certificate (IAPP), and Certified Municipal Clerk (CMC) would be considered an asset.
- 5-8 years of progressively responsible experience in municipal government.
- Demonstrated experience in: Council and committee governance, Interpretation and application of municipal legislation, FOIP administration and privacy management, records and information governance.
- Working knowledge of Saskatchewan municipal legislation and regulatory frameworks.
- Experience supporting elected officials in a politically sensitive environment.
- Skills: Exceptional analytical skill for legislative interpretation, politically astute communication and a proven ability to lead teams.
Salary
$100,284 - $125,328 annually along with a comprehensive benefits package.
