Golf-Cart Use

Resolution

Whereas snowmobiles and ATVs are defined in legislation in Saskatchewan; and Whereas municipalities have the ability to set regulations regarding the use of snowmobiles and ATVs within their municipal boundaries, subject to Highway Traffic Board approval; and Whereas municipalities have the ability to set regulations regarding the use of electric wheelchairs and scooters within their municipal boundaries, subject to Highway Traffic Board approval; Therefore be it resolved that the SUMA lobby the Highway Traffic Board to treat golf carts and golf-cart use within municipal boundaries in a similar fashion to ATVs and snowmobiles, and allow municipalities to regulate the use of golf carts within municipal boundaries.

Provincial Response

Under The Traffic Safety Act, golf cards are prohibited from on-road use as they do not meet required safety standards and are, therefore, not registerable. That said, SGI has proposed legislative changes that will allow a municipality to pass a bylaw allowing the operation of golf cards on public roads, provided certain conditions are met. Golf cart bylaws will be subject to the approval of SGI, as the Administrator of The Traffic Safety Act. We anticipate these changes will be effective later this year.
