Resolution
Whereas it is possible in an urban election to have no incumbent council members return; and Whereas this leaves no history at the council table; Therefore be it resolved that the SUMA work with the Ministry of Government Relations to amend legislation to allow for staggered terms of office at the next municipal election in 2016.
