Manager of Capital Projects
Engineering and Asset Management Department

Reporting to the Director of Engineering and Asset Management, the Manager of Capital Projects will develop and execute multi-year capital implementation plans providing oversight with the construction and start-up of new facilities, buildings and additions. 

Areas of Responsibility:
• Participates in consultative process with facility users, consultants, and City departments during the planning phase of projects
• Develops tenders, reviews, evaluates and selects bids based on the City Purchasing Policy
• Prepares and oversees project budgets, purchase orders, investigates project bids and requests for proposal, and makes recommendations to City staff and City Council
• Defines, coordinates and schedules the services of outside consultants.
• Liaison between City personnel, contractors, consultants and the public for assigned projects
• Undertakes studies and commissions reports in support of future projects
• Monitors facilities space use and prepares recommendations to increase utilization through both operational changes and renovations
• Ensures that the project plans and specifications are reviewed and approved for construction
• Interfaces with other City departments, outside agencies and consulting firms as to complete assignments

• Degree / Diploma in Structural Engineering or Architecture - Project Management Professional Designation considered an asset
• Knowledge of the principles, practices and techniques of contract administration, project management, budget, cost accounting and scheduling
• Knowledge of contracting practices and sub-trade management 
• Knowledge of CCDC documents, public tendering processes, bonding and surety, bid depository rules and procedures
